SpaceX, the aerospace company led by Elon Musk, has put forth an ambitious proposal to transform its Starbase facility in Boca Chica Beach, Texas, into an officially incorporated city. The company has submitted a petition urging local authorities to approve the move, which it argues would support the continued growth of its operations and workforce in the region.
Starbase, located in the southernmost part of Texas near the Mexican border, serves as the hub for SpaceX’s development and launch of Starship, the massive spacecraft designed for missions to the Moon, Mars, and beyond. The company has stated that incorporating Starbase as a city is a necessary step to accommodate the growing demands of its operations.
Kathryn Lueders, general manager of Starbase, outlined the company’s vision in a letter addressed to Cameron County officials. “To support the rapid development and manufacturing of Starship, we need to expand Starbase into a thriving community,” Lueders wrote. “This is why we are requesting that Cameron County initiate an election to allow for the incorporation of Starbase as the newest city in the Rio Grande Valley.”
A bold vision for the Rio Grande Valley
This isn’t the first time the idea of turning Starbase into a city has come up. In 2021, Musk hinted at the possibility in a social media post, writing, “Creating the city of Starbase, Texas.” Since then, the concept has slowly taken shape as SpaceX’s operations in Boca Chica have expanded.
The facility has become a key location for SpaceX, drawing more than 3,400 employees and contractors, according to a local impact study shared earlier this year by Cameron County Judge Eddie Treviño Jr.
However, the proposal has sparked mixed reactions among residents and stakeholders in the region. While SpaceX has brought significant economic activity and job opportunities to the area, some locals have raised concerns about the environmental and social impacts of the company’s rapid growth.
Opposition from local residents
A group of residents and activists, organized under the name Save RGV (Rio Grande Valley), has expressed opposition to SpaceX’s expansion in Boca Chica. In July, the group filed a lawsuit against the company, alleging violations of environmental regulations and the discharge of contaminated water into a nearby bay.
SpaceX has dismissed the allegations, stating that a review conducted by state authorities found no evidence of environmental harm. The company labeled the lawsuit as “frivolous” and emphasized its commitment to operating responsibly in the region.
Despite the controversy, SpaceX’s presence in Boca Chica has undeniably transformed the area. Once a quiet coastal community, the region has become a hub of cutting-edge aerospace innovation, attracting engineers, scientists, and technicians from around the world.
The path to incorporation
If Starbase becomes an incorporated city, it would mark a significant milestone in SpaceX’s relationship with the Rio Grande Valley. Incorporation would grant the area a formal municipal government, allowing for local decision-making on issues such as infrastructure, zoning, and public services.
The incorporation process would require approval from Cameron County officials and a vote by local residents. As of now, it remains unclear how soon the proposal might move forward. County officials, including Judge Treviño, have yet to publicly comment on SpaceX’s latest push for incorporation.
A broader move to Texas
SpaceX’s efforts to establish Starbase as a city align with Musk’s broader shift toward Texas. Over the past several years, Musk has relocated key operations for both SpaceX and X (formerly Twitter) from California to Texas. The state’s business-friendly environment and ample space for expansion have made it an attractive destination for Musk’s ventures.
In addition to Starbase, SpaceX operates a rocket development facility in McGregor, Texas, and has its corporate headquarters in Hawthorne, California. However, the move toward consolidating operations in Texas reflects Musk’s long-term vision of creating a self-sustaining ecosystem to support SpaceX’s ambitious goals.
